This range is reserved for network internal use. These identifiers are used by the gateway host internally and not reported by the gateway.
0xFF00 - Scan Mode

This is used to control network mode. The gateway host can switch all extenders into disabled state to save battery when there is no change in the network topology.
Mode will be 0 (Scan) by default from reset (for extender and root extender). Mode will change to default when an extender fails to reconnect its uplink.
It is impossible to alter scan-mode:
- When root extender has not been started
- When extender has not established uplink
In these states scan-mode is forced to default (0).
